Proceedings of planted forests in Sarawak, an international conference, Kuching, Sarawak, Malaysia, 16-17 February 1998

The conference addressed the concerns of timber industrialists in Sarawak over government plans to establish forest plantations on idle land (including 3 million hectares of agricultural land) for the production of raw material for high-capital processing mills. In connection with this, the Forest (Amendments) Ordinance 1996 was passed in the Sarawak Legislative Assembly and the Forest (Planted Forests) Rules, 1997, adopted. Before the conference, a background paper (Concerns of the industry on tree plantations in Sarawak, by Chan, B.; the introductory paper in these proceedings) was produced for discussion by the Sarawak Timber Association (STA), and further concerns identified, which needed to be addressed before investment in planting trees can be started. Next, the STA and Forest Department Sarawak studied the concerns and consulted with worldwide experts, who wrote a series of papers. These papers were presented to 148 participants (including bankers, consultants and suppliers) at the conference. The proceedings contain these papers (17 in all), with appropriate changes made to them in response to comments from the floor, a record of the discussion which followed each presentation, and the conference resolutions. The subjects addressed by the papers are: concerns in Sarawak; rules and procedures; the development of native customary rights land; environmental impact assessments; guidelines for preparing a tree planting plan; a review of forest plantation incentives in selected countries; financial returns from planted forests in Malaysia; factors to be considered in planning; potential exotic species for planting; planting high-quality indigenous species; fire risk in tropical forest plantations and its management and control (a perspective from Queensland, Australia); insect pests; fungal diseases; experiences in stand establishment and mechanized harvesting (in Finland); experiences in utilizing hardwood timbers (in Australia); planted forests in Brazil; and planted forests in Sabah.
