Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation

The Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation (2016-2020) (Haze-free Roadmap) was adopted by the 12th Meeting of the Conference of the Parties (COP-12) to the ASEAN Agreement on Transboundary Haze Pollution (AATHP) held on 11 August 2016 in Kuala Lumpur, Malaysia.

The Haze-free Roadmap builds on the principle of the ASEAN Socio-Cultural Community (ASCC) Blueprint 2025 vision that aims for a sustainable community that promotes social development and environment protection, among others. The Haze-free Roadmap serves as a strategic, action-oriented and time-bound framework for the implementation of the collaborative actions to control transboundary haze pollution in the ASEAN region to achieve a vision of Transboundary Haze-free ASEAN by 2020.

The indicators of the implementation of the Haze-free Roadmap consist of:

  • An increase of numbers of days having good or moderate air quality in terms of Pollutant Standard Index (PSI) or Air Quality Index (AQI) based on PM10 and/or PM2.5
  • Reduction of hotspot numbers below alert level 2 under the ASEAN SOP on haze
  • Decrease of transboundary haze pollution area.

The following are key strategic components that translate the principles of the AATHP into concrete and collective actions under the Roadmap:

Strategy 2 Sustainable Management of Peatlands for Peatland Fires Prevention
Strategy 3 Sustainable Management of Agricultural Land and Forest for Large Scale Forest and/or Land Fires Prevention
Strategy 4 Strengthening Policies, Laws, Regulations and their Implementations, including to facilitate exchange of experience and relevant information among enforcement authorities of the Parties in accordance with the AATHP Article 16 (f)
Strategy 5 Enhancing Cooperation, Exchange of Information and Technology, and Strengthening of Capacity of Institutions at All Levels
Strategy 6 Enhancing Public Awareness and Cross-Sectoral and Stakeholders Participation
Strategy 7 Securing Adequate Resources from Multi-Stakeholders for Transboundary Haze Prevention
Strategy 8 Reducing Health and Environmental Risks and Protection of Global Environment

The Thirteenth Meeting of the Conference of the Parties to the AATHP (COP-13) held on 12 September 2017 reaffirmed the Ministers commitment to fully and effectively implement the AATHP and the Haze-free Roadmap to achieve a Haze-free ASEAN by 2020, including the comprehensive Plan of Action (PoA) on Transboundary Haze Pollution. The Ministers commended the various initiatives and actions taken by ASEAN Member States and underscored the importance of stepping up technical cooperation to effectively implement the AATHP and the Haze-free Roadmap. The Ministers agreed to conduct and looked forward to a mid-term review of the implementation of the Haze-free Roadmap, at their next Meeting, to take stock of the progress and sustain momentum in ensuring improvements so as to achieve the vision of a haze-free ASEAN by 2020.
