The challenges facing the smallholder: an observation

Measures adopted by government agencies in Malaysia to help small rubber farmers are discussed: (1) replanting/new planting schemes; (2) supply of planting materials and other inputs; (3) rehabilitation of holdings affected by natural hazards such as floods, fire, wind, pests and diseases; (4) the provision of improved processing and marketing facilities; and (5) new planting schemes for uneconomically sized holdings. It is argued that land redistribution programmes are needed to allow every farm family access to enough land which will enable its members to rise above the poverty line. Before implementing such a measure, however, a clear definition is needed of the type of smallholder that deserves government support.
